35 HOURS PER WEEK POSITION


BELOW YOU WILL BE ASKED TO SPECIFY YOUR MINIMUM ACCEPTABLE STARTING RATE OF PAY SUBJECT TO REVIEW BY CIVIL SERVICE AND THE HIRING DEPARTMENT.

Under general supervision, performs advanced skilled work requiring in depth knowledge of engineering standards and regulations relevant to design, construction, and maintenance of municipal infrastructure. Responsible for managing and inspecting drainage, sewerage, streets, and general engineering projects including the construction, methods, and materials of work performed by contractors and City work crews. Reports to the Director of Public Works or .Chief Administrative Officer overseeing the Public Works Department.

Duties of Responsibilities

ESSENTIAL JOB FUNCTIONS
Reads and interprets construction plans and specifications.

Assists with the preparation of technical specifications and bid documents for contracts that need to be bid.

Assists in the issuing authorization of work to consultants and construction contractors, and review the work and invoices and certify for the Public Works Director for payment authorization.

Assists in developing technical guidelines, procedures and specifications to Developers, Engineers, and other construction professionals and oversee their compliance.

Prepares various records and documentation regarding a wide variety of issues such as, but not limited to change orders, contracts/agreements, progress reports, State/Federal permit applications, resolutions/ordinances, Federal/State documentation for funds spent by City during emergency operations or other events.

Investigates and prepare reports relating to complaints, incidents, accidents, etc. in a prompt fashion.

Prepares construction cost estimates.

Meets with contractors/consultants to discuss design, construction and improvements issues.

Conducts field inspections and prepare report to the Director on the status of projects, contract work, change orders, complaints, etc.

Independently handles work related problems and procedures.

Utilizes maintenance type contracts and monitors usage of same.

Attends a wide variety of meetings with the general public, consultants, contractors, other government entities, etc.

Testifies at official proceedings (as need be) regarding lawsuits, investigations and findings.

Provides technical, supervisory support, training and resource procurement assistance to all division level supervisors.

Refers to policy and procedure manuals, computer manuals, codes / laws / regulations, publications and reference texts, etc.

Operates a variety of office equipment and machinery such as copy machine, fax machine, desktop computer, printer, etc.

Uses a variety of tools such as standard office tools, etc.; a variety of supplies such as general office supplies, etc.; and a variety of computer software such as word processing, spreadsheet, database, accounting, or other programs.

Interacts and communicates with various groups and individuals such as other City departments and the general public.

ADDITIONAL JOB FUNCTIONS

Performs other related duties as required.

Essential duty status position, will be required to report to work during emergency situations, including, but not limited to, city-wide declared emergencies

Minimum Qualifications

Requires a Bachelor of Science degree in Civil Engineering, registration as a Professional Engineer in the State of Louisiana with the Louisiana State Board of Professional Engineers and Land Surveyors with two or more years of engineering work experience performed with a Professional Engineering license.; or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities. Must possess valid Louisiana driver's license.

Note: If Engineering Professional registration is in another state, must obtain Louisiana Registration within one (1) year of employment.
